Each month, the City of Philadelphia holds a Sheriff Sale of privately owned properties that are vacant and tax delinquent. Notice of the date of sale and properties to be sold is posted in local newspapers.
If a property you are gardening on is posted on the Sheriff Sale list, you can contact your local councilperson to ask for it to be removed from the list or you can consider bidding on the lot.
The minimum bid is $100 but it can be higher depending upon the taxes owed.
If you are the high bidder, you must have a certified check for 10% of the bid amount. You are also responsible for any violations, liens, or taxes owed on that property.
If you do not have the check for 10%, the property will go to the 2nd highest bidder. If they do not have the funds, the property will be put back on sale.
If you want a property to be put up for Sheriff Sale:
You must pay $800 to certify the property for Sheriff Sale.
You can still get outbid for the property and it may take 6 months to a year for the property to be scheduled for sale.
If you do not have $800, you should contact your district councilman's office. They can ask that the property be placed on the Sheriff's Sale list on your behalf. The City will bid on the property. If the City becomes the owner of the property, the City will then donate or sell the property to you at market value.
